You gave first place to the Governor. This is correct. There is no officially established protocol of precedence in the United States but constitutionally it is clear that the President, the Vice President and Governors of States (within their States) must take the first three positions.

 The Governor  therefore takes precedence over the  Secretary of Commerce.

It would be different if the President had been invited, but had asked the Secretary of Commerce to represent him.  Any person representing the President takes the precedence that the President  would have had.

But this applies only to representatives of the President.  Those representing other persons take  their own precedence, not that of the person represented.
